Start here — first 15 minutes

  1. Unzip the pack immediately after purchase. Save a master copy somewhere you will not edit (cloud drive or shared drive).
  2. Copy the working set into a folder named for the solicitation (e.g. 2026-Agency-IT-Modernization).
  3. Open the bid/no-bid scorecard before anyone writes a word. If the score is below your threshold, stop. That is the point.
  4. Import mandatory requirements into the compliance matrix from Section L/M (or equivalent). One row per auditable requirement.
  5. Assign owners in the team tracker: technical, pricing, past performance, forms. Due dates go on the tracker, not in Slack.
Design goal: A new capture lead can run day one without a training call. If you need a call to open a spreadsheet, tell us — that is a product bug.

Bid / no-bid workflow

Score the opportunity before mobilizing SMEs. Typical weights: strategic fit, realistic win path, resource availability, compliance complexity, and price-to-win realism. Document the score and the decision in writing. When you pass, you save forty hours. When you pursue, the matrix becomes the single source of truth for the response.

Compliance matrix workflow

  1. Extract every shall, must, and scored requirement into its own row.
  2. Add columns for proposal section/page, compliance statement, and evidence (cert, resume, sample).
  3. Assign a single owner per row. Multiple names means nobody owns it.
  4. Run pink-team review against the matrix, not against narrative prose.
  5. At submission, export a PDF of the matrix and include it if the RFP allows.

File formats & compatibility

Macros are intentionally not used. Government machines and locked-down laptops should open everything without enabling content.
