RFP Compliance Matrix Template (Excel) That Survives Evaluation

A compliance matrix is not a summary of your proposal. It is the map evaluators use to score you. If a mandatory requirement does not have its own row, your narrative can be perfect and you still lose on traceability.

The structure that works on federal and commercial RFPs alike: requirement ID or section, verbatim or paraphrased requirement text, proposal section and page, compliance statement (compliant / partial / exception), evidence attachment, and a single owner. If two people own a row, nobody owns it.

Build the matrix before the pink team, not after. SMEs write to rows. Reviewers red-line against rows. Submission packaging checks against rows. When the matrix is an afterthought, you discover gaps at 9pm the night before deadline.
